Utilisation of earth observation for the management and conservation of humid areas

Objectif



MANHUMA is designed to meet the needs of customers with obligations to conserve humid areas and natural wetland habitats in Europe. These obligations arise principally in response to Natura 2000, the Convention on Wetlands of International Importance and various agro-environmental measures operating at local to national and European-wide levels. The focus on wetlands is driven by the recognition that these are among the most productive sources of ecological support on Earth, acting as habitats for many species, as flood control regions and sources of drinking water supplies. Increasingly, wetland areas are being bought by Non Government Organisations (NGOs) as they represent key strategic areas for nature conservation. Management of these areas is becoming an unavoidable element in policy decision making at all levels, local through to international. There is presently no comprehensive strategy in Europe by which enhanced conservation and rehabilitation of degraded habitats can be achieved. The Dobris Assessment on the state of the European environment (published by the European Environment Agency (EEA) in 1995) stated that to develop more efficient management and protection schemes, more specific geo-spatial information on the precise status and functional character of wetlands is vitally necessary.
The potential for Earth observation (EO) to plug the information gap for management planning of wetland areas, for implementing and monitoring conservation measures and then evaluating the effectiveness (impact) of these measures has attracted two strategic government customers from Germany (LfU and Baden Wurtenberg Region) and Italy (IUAV and Veneto Region) and one NGO (CSA) from France as partners in the MANHUMA project. In addition, the project has the support of a further seven customers such as the French Ministry of Environment, the Alsace Region, (expressed through letters of interest included in this proposal). All of these are new potential customers for satellite EO data. All have geo-spatial information requirements that are not being met by existing data sources. They recognise that this is limiting their management effectiveness and ability to fulfil policy responsibilities.
To assist these potential customers in specifying and evaluating how EO-derived information can support wetland conservation and management, a team of three research and development partners (2 university departments: the Univ. of Strasbourg and the Univ. of Karlsruhe ; 1 SME: Planetek Italia), an EO data and service provider (Spot Image) and a potential delivery service provider (ESYS) has been formed. This group will work interactively with the customer partners to understand and service their information needs.
