Objective
SISMOSAT is a proposal airned to develop a pre-operational system from EO information to improve the present elaboration process of seismic hazard maps and their further use, testing their cost-effectiveness for a limited period in a realistic operational context. The application represents an innovative use of satellite information very new for the customers involved that could modifies their existing production process. The proposal is not oriented to seismic risk area 2.3.2. because it is not aimed directly to the study of genetic aspects from earthquakes, the laws that governs the production of quakes or the validation of any proposed models for their occurrence It deals with the introduction of space observations from already known geophysical parameters related to sismogenetic zones, into the internal procedures of entities with a legal mandate to operate under such potential hazard Thus the project is promoting the transfer of spacebome suitable data to real customers The proposal innovative aspects comes from the introduction of space inforrnation into the routine process of concrete organizations Consequently the structure of the proposed work follows a customer oriented approach with a final evaluation phase that includes assessment of cost and benefits that will influence the fmal long term operational adoption of the tested approach.
The main objectives are:
1. To introduce information from satellite observations in the process of elaboration of seismic hazard maps 2. To improve the present information of organizations that uses seismic hazard maps to prepare action plans for the safety of citizens, the prevention of material damages and the insurance of potential damages
The project is based in an innovative thermal space observation approach, for which the basic feasibility is demonstrated, fulfilled through the analysis of long series of NOAA images coming from new acquisitions and historical archives. Production environment are designed on historical data and daily updated information. The proposed activities will use direct receiving, processing and disseminating facilities inside the consortium. The evaluation of the EO impacts in the activities of the customers will be done independently from the production partners, to get unbiased estimations and the right path to future operational products. Finally, a consistent dissemination plan of the results has been planned in order to widen the cornmercial market for the applicatio4 mutually beneficial for the CEO enabling services and the consortium.
The multinational and balanced partnership is formed by experienced commercial RS companies, research entities and potential future regular customers of space information. The coordination and the management has been assigned to an experienced SME working in the RS value added market that have participated actively in the previous phases of Environrnent and Climate Program. The total effort of the project are 126 man/month and the economic contribution requested from the Commission is approximately 0,6 MECU.
