Earth observation based flood risk information Management service

Objetivo



The overall objective of the SIREN project is to define and specify an Earth observation based flood risk information service in order to bridge the gap between "customers" and "EO data" for flood management (prevention, crisis and post-crisis).
The design of such a user oriented service is justified by the interest expressed by customers (Civil Protection authorities, river basin authorities...) concerning the use of EO derived information in the domain of flood risk management but also by their difficulties to introduce this new technology in an operational context.
The proposed service is organized in two main functions which are considered to be necessary to satisfy the needs expressed by end-users. The first is the "customer service", interface between the customer and the EO data provider. It allows the customer to submit queries and to receive the relevant information products. The second one is necessary to transform EO data into the high level thematic products required by these customers in relation to their prevention, crisis and post-crisis activities.
The information system as well as the distributed architecture proposed in SIREN will be defined in the "spirit" of the CEO.
Their complementarity and synergy with the CEO programme represent one of the main characteristics of this project. If some components of SIREN contribute to CEO programmes (User Support, Enabling Services), the service demonstrator implemented in this project will also take advantage of the services provided within the framework of the CEO, in particular to raise potential customers awareness about the interest of EO products in the field of flood risk management.
Starting with the consolidation of users requirement (part of the needed information is coming from previous studies in which the consortium partners were involved), the project is organized in three main other phases: i) the service definition in order to specify the main functions of the future operational system supporting this service, ii) the implementation of a preliminary demonstrator and iii) test the feasibility during pilot operation.
The service demonstrator will be run during a 10 months period and will be activated on request of project customers from France, Germany, Italy and Spain. It will transform the information request into a EO data request. The data will be ordered from the different EO data providers (depending on the requested information) and then processed in order to generate a value-added product with a high level information content.
On the basis of the pilot operations, the service performances will be evaluated by the project customers and the project team.
This part concerns not only the "service" evaluation but also a scientific and technique analysis of the products generated.
After a cost and benefit analysis as well as an assessment of socio-economic impact, an evaluation of the possible operational and commercial implementation will be performed.
The involvement of customers all along this project, from the consolidation of requirements to the activation of the demonstrator and the evaluation of the complete service "chain" is one of the key aspect of this project and it is considered to be necessary to fulfil the objective of the development of a user oriented service.
Project customers and the consortium members believe that SIREN will have a positive impact on flood management. If the pilot operations are successful (i.e. the service fulfils the customers requirements) funding for a pre-operational service open to other customers and with the possibility to extend the system to others risks will be assured.
