SAFETY CRITICAL INDUSTRIES WORKPLACE LEARNING TELEMATIC NETWORK

Objetivo

SAFETY-NET will demonstrate the capacity of multimedia telematics to boost the effectiveness of work crucial to public or environmental safety in the railway, maritime, offshore gas and oil exploration sectors. The project tackles sector-specific problems liable to compromise standards, through services which include access to training and assessment facilities at work for employees in remote locations, and standards and mechanisms for managers to conduct performance assessments at work. Advice on the design of suitable multimedia learning materials in this context will also be available for those who devise and produce them.

SAFETY-NET will demonstrate the capacities of multimedia telematics to facilitate increased levels of competence amongst employees engaged in safety critical work in the railway, maritime, port, offshore gas and oil exploration industries. The implications of poor performance by people in these areas are grave. Embedding workplace training and assessment systems is the most effective way of ensuring that people engaged in safety critical work activities perform competently and consistently but organisations in these sectors face a number of common problems relating to the implementation of these practices. SAFETY-NET confronts these problems directly and demonstrate the value that multimedia telematics can add through providing:

- safety-critical employees (learners), in remote locations, with access to competence development (training and assessment) resources and services in the workplace;

- traditional learning service providers with guidance, methodologies and resources to deliver competence development services to the workplace;

- managers in organisations with competence standards, methodologies and tools for conducting performance assessments in the workplace - the results of which can support a company-wide work authorisation systems;

- designers and producers of multimedia flexible and distance learning/assessment materials with experience and best practice guidance on the design of such materials for users in safety-critical contexts.

The project brings together transnational partnership of leading user organisations, technical experts and providers of learning and training services in each of the four industrial sectors. The number of people employed in safety critical work activities by its main industrial partners exceeds 160000. It is proposed to establish 30 telematic application sites within the project - exploiting a range of telecommunication infrastructures (PSDN, ISDN, VSAT) and technologies (desk-top conferencing, multimedia, smartcards) and to directly involve over 3500 learners.
