Objective
The Lisbon strategic objective for European Union to "become the most competitive and dynamic knowledge based economy in the world capable of sustainable growth" necessitates today useful analysis for the people in charge of economic policies. The following proposal comes within the scope of this new perspective: it consist in an econometric model for European Union (NEMESIS), suited to long term analysis, with endogenous growth mechanisms for technical progress, to extend it to USA and Japan, the two major countries for R&D and Innovation. Then, new sustainable development scenario will be defined and analysed, that is to define sustainable development indicators, their objectives and then policy instruments that will allow reaching these objectives, and assessing the cost of these instruments.
