Continuation of the "international network - non-energy use and co2 emissions (neu-co2)"

Objective

A significant fraction of fossil fuels is consumed as non-energy use, i.e. for the manufacture of synthetic materials and chemical products, e.g. plastics, paints, sol-vents, lubricants and bitumen. In the long run, these products might contribute sub-statically to CO_2 emissions. In Western Europe, non-energy use represents 11-12% of the total amount of fossil fuels for final consumption. In other parts of the world, the manufacture of non-energy products is increasing at a tremendous pace, e.g. in Asia. There is still a lot of uncertainty and lack of knowledge regarding the CO_2 emissions from non-energy use. The NEU-CO_2 network is already working on this issue (current funding period 1.1.1999 - 31.1.2000). In this proposal the continua-ton of the network is applied for. The NEU-CO_2 network is developing a tool, the NEAT model. Together with the empirical insight gained by the network, this model will provide the foundation for developing recommendations to the IPCC and the FCCC.
