AGRICULTURAL IMPLICATIONS OF CEEC ACCESSION TO THE EU

Objetivo



One of the most difficult pressure facing EU agriculture in the next decade is posed by the enlargement of the EU to include 6 associated countries of Central and Eastern Europe (the decision to work towards the future membership of these countries was taken at the Copenhagen summit and reconfirmed at the Essen summit). The 2 main agricultural issues raised by this enlargement are the relative competitiveness of CEEC agriculture and its potential to cause difficulties for EU agricultural policy. To help thinking at the policy development in the EU, it is essential to have a consistent picture of the current and developing situation in the CEECs and to have a soundly based quantitative analysis of the policy options confronting the CEECs as they prepare for this accession.

The present project aims particularly at clarifying some of the assumptions made in earlier studies related to future agricultural developments in CEEC and at an analysis of central issues involved in preparing Bulgaria, the Czech Republic, Hungary, Poland, Rumania, the Slovak Republic and, where possible, Slovenia to future accession in the field of agriculture and food.

The intention is to employ and improve a wide variety of methodologies, ranging from
political economy to econometric simulation with a strong emphasis on quantitative
analysis as developed in agricultural economics. The project will create a lasting base of knowledge and analytical tools which can be used, by the EU Commission and others, to support future policy decisions, in the CAP and in CEEC agricultural policies.

Specific objectives are :
- Generation of a systematic information base on agricultural and policy
developments in the CEECs;
- Provision of empirically based information on the international competitiveness
of agriculture and food industry in the CEECs;
- A better understanding of the process of agricultural policy making in the CEECs;
- Projection of future market trends in agriculture and food industry in the CEECs
under alternative scenarios for the CEEC policies;
- Analysis of the implications of alternative agricultural policies in the CEECs for their
domestic objectives;
- Analysis of implications for the E.U. agricultural markets.
