Objectif
The aim of this project is to co-ordinate a task force working on the preparation of the next round of multilateral negotiations in the agriculture and food sector.
The project will provide a set of studies, in connection with policy-makers, involving:
i/ Comprehensive economic analyses of the main issues of the next round;
ii/ Quantitative assessments of the economic impact of the World Trade Organisation proposals on EU agriculture. This includes simulations on reforms of common market organisations which may be necessary to comply with these proposals;
iii/ Assessments of the forecasted effects of the trade agreement proposals on world prices, EU exports and imports, with a special effort on databases and indicators on trade and tariffs for the EU as well as other major trading countries;
iv./ Assessments of the effect of the proposed "regulatory reform" on the EU agro-food industry, with special attention paid to the trade effects of food standards and food labelling.
The project is organised in three tasks.
Task 1: Analyses and simulations on the international environment, trade statistics and protection and support indicators. This includes the development of a database on trade, tariffs and market access commitments. A second step is the analysis of indicators of trade restriction, domestic support and protection, to assess the consequences of using particular indicators as a basis for an international agreement on market liberalisation, in terms of actual constraints on the Common Agricultural Policy. An existing world trade model will be revised to include nontariff trade barriers as well as domestic payments. The purpose is to analyse the development of the world market environment and world market prices and to integrate this environment in sectoral policy simulations
Task 2: Quantitative assessments of the economic impact of the trade reform proposals on selected agro-food sectors. This includes the revision and the completion of several sectoral econometric models, namely for the arable crops, dairy, beef, pigmeat and sugar sectors, and simulation of reform scenarios on supply, demand, land allocation, employment and prices.
Task 3: Surveys and analysis of international food standards and quality regulations, and analysis of proposed regulatory reforms. Particular attention will be paid to assessing the effect of reforms proposed by the World Trade Organisation on the EU food sector.
The work will be co-ordinated by a core group of 5 senior economists who will ensure a close linkage with the EU Commission, and that the research will be consistent with the policy challenges raised by the negotiations.
