Ethical, legal and social aspects of fisheries management in Europe

Objective

The central objective is to discuss the difficulties associated to the present state of fisheries management centrally based on biological, economic and political considerations in a top-down decision-making process. It is true particularly with the EU common fisheries policy which is today much criticised The criticisms and debate for future reform focus on the following needs:
a more open view of the possible property right structure and regulatory means to reach fisheries management objectives;
the rethinking of decision-making processes for a more participatory approach to policy-making;
the balancing of bio-economic considerations with the social aspects linked to fisheries management impact;
the introduction of environmental concerns both in terms of long term objec- tives based on environmental ethic consideration (conservationism or even ecosystem restoration) and for shorter term objectives of balancing the interests of interacting user groups (integrated coastal management policy).
The analyse will focus at the identification of actors of "fisheries management systems" and their links in the process of decision-making. The perception of the above mentioned aspects by the main acting groups (fishermen, administration, research and politicians) of the limits of present legal frames and of the needs for the future will be the core of the research.
ELSA - pêche is a policy analysis multidisciplinary research project.
