Bioenergy for Europe - a comparative analysis for the community

Objectif

Within the European Union, agricultural production for the non-food Bector ib discussed intensively under several aspects as employment in agriculture and other economic aspects, rural development, improvement of the landscape, and sustainable land use as well as important environmental issues, especially search for sustainable energy and deminishing the contributions to global warming. Even if economic or social reasons are judged to be more important than others, environmental impacts are an important additional decision criteria and environmental impacts of the production and use should be minimized. Out of all non-food crops, biofuels seem to have one of the highest potentials. Therefore, the main focus should be set on the whole variety of biofuels. Reasonable decisions in the sphere of environment need a lot of highly differentiated information. The knowledge deficits were pointed out in detail by the Concerted Action 'Environmental aspects of biomass production and routes for European energy supply' (AIR 3-CT942455, the final report i8 due in early 1997) and are summarized in a catalogue of demands.

The proposed project will meet this catalogue - by analyzing all relevant biofuels, - by covering the entire life cycle for each type of biofuel, - by covering data for countries from all parts of the Community, biofuels and countries of production, and furthermore cover social, economic, political, and legal aspects.

Therefore the study will provide . Answers on a high scientific level to which types of biofuels are the best fo the different regions of the Community from the viewpoint of the environment and including socio-economic implications and with that . A high quality environmental related decision base which is needed for a rational promotion of biofuels in the Community.

The proposed project focuses on Area 1.1 of the programme workplan: 'The biomass and bioenergy chain' and especially the research tasks 1.1.3.2 'Systems studies' and 1.1.3.3 'Environmental issues' addressing in particular the research tasks: 'To investigate the non-technical barriers to the development of biomass production and supply systems, e.g. Population, urban structure, biomass availability and other local parameters (life cycle analysis, energy balances, etc.)' And 'To investigate and characterize the environmental consequences of biomass transformation systems.'

The results will be relevant also for other areas of the FAIR programme, especially: 1.2.3 The 'green' chemical and polymer chain: End use and market requirements, 4.1 Reformed CAP: Optimization of methods, systems and primary production chains, agriculture-environment interactions, policy relevant economic analysis and impact assessment. 4.6 Rural development

Partners from eight countries representing all regions in the Community will work together on different aspects of production and use of biofuels. This will assure the development of a high quality data base for environmental impacts, as well as the consideration of a wide range of different viewpoints and situations. Thus, the methodological development and the application of instruments of environmental assessments in agriculture and the mutual understanding of different problems in each region of the Community is greatly facilitated. By covering social, economic, and legal aspects this project is efficient from both the environmental and economic viewpoint.
