Objective
THE PROPOSED RESEARCH PROGRAMME IS ORGANISED ALONG TWO PARALLEL AND COMPLEMENTARY PATHS WHICH START OUT SEPARATELY BUT WHICH COME TOGETHER FINALLY. THE FIRST PATH, WHICH ABORBS THE MAJOR PORTION OF THE PROJECT RESOURCES, REPRESENTS A PROGRAMME OF CALCULATIONS AND EXPERIMENTAL MEASUREMENTS TO BE CARRIED OUT AT THE HARWELL LABORATORY.
THE SECOND PATH REPRESENTS A PROGRAMME OF STUDIES TO BE CARRIED OUT BY FISHER CONTROLS INTO HOW THE INFORMATION FROM DIFFERENT INTERROGATION TECHNIQUES BASED ON DETECTION OF NEUTRONS AND GAMMAS UNDER PASSIVE AND ACTIVE INTERROGATION CONDITIONS MAY BE PROCESSED TO PRODUCE THE BEST ESTIMATE OF THE CONTENTS OF THE DRUMS.
FINALLY, BY PUTTING THE RESULTS TOGETHER, THE ULTIMATE OBJECTIVE OF IDENTIFYING THE MAIN FEATURES AND THE EXPECTED PERFORMANCE OF A PRACTICAL INTEGRATED WASTE ASSAY FACILITY SHOULD BE ACHIEVED.
THE INDEPENDENT VERIFICATION OF THE CONTENTS AND PHYSICAL INTEGRITY OF ENCAPSULATED RADIOACTIVE WASTE PACKAGES BEFORE DISPOSAL IS AN IMPORTANT PART OF EFFECTIVE WASTE MANAGEMENT, ESPECIALLY AT PRESENT FROM THE POINT OF VIEW OF PUBLIC ACCEPTABILITY. THERE IS THEREFORE A REQUIREMENT FOR A NON-DESTRUCTIVE ASSAY FACILITY CAPABLE OF BEING USED TO MONITOR A SIGNIFICANT FRACTION OF THE WASTE PACKAGES ON A DISPOSAL ROUTE. IMPORTANT TYPES OF PACKAGE ARE THE 200 AND 500 LITRE DRUMS, WHICH ARE INTENDED, WITH AN ENCAPSULATED MATRIX SUCH AS CEMENT, TO CONTAIN LOW-LEVEL AND INTERMEDIATE-LEVEL RADIOACTIVE WASTES.

Funding Scheme
Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
