Objective Within the Radiation Protection Research Action of the European Commission's 3rd Framework Programme the RODOS project was initiated in 1990 to develop a comprehensive real-time on-line decision support system for off-site emergency management for general application in Europe. A large number of EC contractors are currently participating in this project and advantage is being taken of existing developments at national levels. Similar developments were beinq made within the former Soviet Union and subsequently within the individual Republics, taking account of the practical experience gained in responding to the Kyshtym, Chernobyl, Tomsk-7 and other accidents. An effective collaboration between the respective institutes in the CIS and EC has been established within the framework of the Joint Study Projects 1 and 2 (JSP1 and JSP2) of the EC/CIS Agreement for International Collaboration on the Consequences of the Chernobyl Accident; this is enabling the experience of all partners to be shared and benefit to be taken from a goal-oriented and coordinated use of manpower and resources (see also Section 6 of this proposal). The current Prototype Version (PRTY 1.2) of the RODOS system is being used as the platform for the common R&D programme. In order to achieve the common goal of an operational RODOS system for application in the EU and the CIS, functions, models, methods, and data bases have to be further developed, completed and adapted to the national conditions To that purpose - monitoring and other data obtained during and after the Chernobyl and other accidents are being and will be used to validate and improve the application software of the RODOS system; - the hardware and the software components of RODOS-PRTY 1.2 have been transferred by the RODOS team of Forschungszentrum Karlsruhe to and installed in Russia, the Ukraine and in Belarus, - the existing and future versions of RODOS will be linked with national and local radiological and meteorological information networks to prepare its on-line operation and to test the corresponding software components. The next prototype version RODOS-PRTY 2.0 scheduled for the end of the 3rd Framework Programme will incorporate software and date commonly prepared within the subprojects of JSP1 and thus - together with the programs provided by the EU partners - will have significantly enhanced capabilities and functions in comparison with the version PRTY 1.2. The main objective of this proposal is to continue the cooperation between the institutes in the EU and the CIS in those areas, which have proven successful, productive and of high benefit for both sides, with the overall focus on the development of a fully operational, comprehensive version of the RODOS system with appropriate interfaces to radiological and meteorological networks, and associated evaluation, validation and training packages. The work programme complements that of the proposal for area D.2.7 also submitted by Forschungszentrum Karlsruhe acting as coordinator of the current RODOS project and of JSP1. Precondition for the success of the work programme described in this proposal is a complementary R&D programme for counterpart institutes in the CIS Republics. Without their active involvement, most of the activities descibed by the partners will remain one-sided and thus uncompleted.
