Objetivo

Research objectives and content

The purpose of this research project is to study and evaluate in the light of the theory and practice of humanitarian crisis how would the inclusion of humanitarian and rescue tasks, peace keeping tasks and tasks of combat forces in crisis management including peacemaking (Petersberg tasks) in the Treaty of Amsterdam enhance the role of the European Union in humanitarian crisis and its consequences for the development of a consistent common foreign policy and for the consolidation of the EU as an actor in the international scene. To carry out this research we need first of all to define the political and legal theoretical framework necessary to approach our study. The aim of the second part of the research project is to analyse selected international actions in humanitarian crisis were the European Union has played a certain role. The third part of the research project will focus in the study of the arrangements of the Treaty of Amsterdam that provide the EU with a capacity to act in crisis management and the questions that arise. In the last part from the lessons of the experience of former humanitarian crisis and in the light of the critical analysis of the Amsterdam Treaty provisions and its latest developments we will draw our conclusions and will describe and analyse some proposals for the enhancement of the role of the European Union in humanitarian crisis.

Training content (objective, benefit and expected impact)

The requested training of the IFHV is fundamental for the consecution of my research project. The institute would provide me with training in a subject such as humanitarian crisis and the international reaction to humanitarian crisis in which I would like to acquire a deeper knowledge and a wider competence.

The benefit of the training would be of four different kinds:
training courses on humanitarian crisis;
direct access to lecturers who are specialists in the political, legal and humanitarian dimension of emergencies situations;
training by the work of the supervisor of my research (Dr. Fischer, an authority in this questions);
and training trough participating in the international Bochum-Pissa- Cambridge European Security Studies Project that will start in 1998 and will include a study on the EU and the WEU.

By this training I will get the necessary instruction to approach and elaborate my research project.
