Research objectives and content
DYNAMIC CONSIDERATIONS: Imposing constraints on the negative externalities of production or consumption may help spur Technological Development. Technological Development, in turn, has consequences for Growth. The latter effect is the object of Endogenous Growth Theory. I propose to study the effect of environmental policy on the Endogenous Growth process. We can consider sustainable development as an endogenous growth process. Different kinds of constraints on polluting activities elicit different responces, in terms of the degree and direction of Technological Development. I propose to formalise these effects and estimate them empirically. Furthermore, other important issues are involved: Will a given, common environmental policy cause the same growth response throughout the E.U? Is it conducive towards the convergence process, or does it jeopardise it? How can it be expected to affect employment? These issues should be studied empirically. Training content (objective, benefit and expected impact) CentER's expertise in panel modelling of structural dynamic systems (Research Theme IV), and in Industry simulation modelling (Research Theme V) will be a strong support for my research. Pr. Rustichini's work on evolutionary theory and the development and diffusion of technological change Pr. de Zeeuw's work on international competitiveness, technology and strategic behaviour and Pr. van der Ploeg's study of cross-border pollution as a differential game will help extend the lines of research I have pursued. CentER's intense consulting activity will help enrich my research with fresh insights and orient my empirical work in an operational manner. SPRU (U of Sussex), BETA (U of Strasbourg) and other European centres on Technological Innovation routinely interact with CentER, which presents me with a unique opportunity to enhance my understanding of the process.

The host institution, CentER, participates as a consultancy to the E.U' s RITTS (Regional Innovation and Technology Transfer Infrastructures and Strategies) and RTP (Regional Technology Plan) projects in Belgium, The Netherlands, Greece, France and the U.K. This not only provides an opportunity to apply and test one's knowledge in practice, but also to bring together regional, national and international considerations in his research.
