Regional health information networks for Europe

Objetivo



The Regions have an essential role to play in the construction of Europe. By law the coordinating responsibility for particular sectors, including health, has been delegated to the Regional Authorities in most European countries. A representative group of Regions has therefore decided to collaborate on a trans-European basis in the field of IT in a joint action, called 'RHINE'.

The long term, ultimate mission of RHINE initiative is the organisation and management of health systems at regional level for better care and performance, by the application of technologies for business processes (TBP) including information technologies and related methodologies (IT), leading to an unlimited information exchange and interoperability of data systems within and across European Regions. This mission should be considered within the context of Article 129 of the Treaty of the European Union 1992, and the programme of the Community action on health data and indicators (1995). This project is restricted to a General Accompanying Measure RHINE AM aiming at the identification, application and validation of best practices of TBP incl. IT, in order to improve health, quality of care and the cost-benefit equation and simultaneously to create the conditions to the IT-industry to compete more effectively in the European healthcare market. In this respect the regional information framework will be considered as a change agent to achieve these objectives.

The following results are expected: practical working knowledge of the best practices of TBP incl. IT for actual use in the healthcare at regional level, the availability of an up-to-date long term strategy and action plan for further research and development and the existence of a permanent European Forum where IT users meet.

Users will learn to understand the benefits of appropriate technologies and will acquire adequate knowledge about the European supply of IT-solutions and for specification of tenders. Industries will benefit from an up-to-date survey and analysis of the European health IT market of Regions, from the identification of user requirements, and from a harmonised European regulatory and legislative framework incl. measure for removal of unnecessary legal and other constraints. These results will represent important new input for business development strategies and related exploitation plans.

A coordinated strategic action will be applied, enabling the Regions and IT industries to work together to incrementally validate, select, enhance, apply and further develop their organisation and information systems. RHINE AM will therefore be carried out on the basis of RTD projects in the field of TBP incl. IT, and will collaborate with some of the projects recently started in ESPRIT in this field. Moreover collaboration has been established with relevant RTD projects of the Telematics Application Programme, including Tele-Applications for European Regions (Tele-Regions).

The major target groups of RHINE AM are Europe's 250 Regions, as well as the IT, telematics and services industries, in particular SMEs in these Regions. Regions are linking pins in the information chains within and across Europe, and will become major drivers for change and for large scale application of IT, paving the way to the information society.
