Objective
The multimedia pilot project MERCADO will provide access to electronic commerce and on-line public services for all citizens. MERCADO will set up a pilot in which new public service products based on multimedia information are made interactively in the context of a networked system with public access points like kiosks and voice activated teleservices. Furthermore a new regionally focused selling channel for small and medium enterprises will be evaluated to offer product portfolios at poorly developed regions. The pilot installation will stimulate the general public to get acquainted with and to take advantage of new services and data networks. The pilot will also break the barriers for those individuals who are not able to fully participate in the move towards an information society.
Public Authorities are faced with problems that need multimedia support. The need to increase the dialogue between the citizens and the democratic bodies, the dealing with disadvantaged bodies of people. They need to provide accurate and up to date information in an easy to read and accessible format.
To demonstrate the capabilities of the new technologies selective activities and events will be set up with an easy to understand search structure to support retrieval of information from the systems.
Whilst public authorities are in discussion about the social impact of the technologies the industrial and commercial areas are also facing challenges. These include the use of electronic commerce as an alternative selling channel, the identification of new products suitable for such a sales technique and the promotion of this method of sale.
To find solutions for these challenges the technology needs to be deployed and integrated into a framework of teleservices. The project will resolve the following issues as part of this framework. The design and configuration of public access points, provide the balance between required return on investment and free access, design of easy to use interfaces, develop search and retrieval functions, integrate electronic payment technology and most importantly provide one framework as a platform for all teleservices.
Consequently, the multimedia pilot project MERCADO addresses the social, commercial and technical challenges indicated by providing a selected set of new teleservices:
- on-line public transations
- virtual office of economic affairs
- virtual retail store
- cyber space pop festival
