Mesopic optimisation of visual efficiency (MOVE)

Objective

The problem is that measurement scales applicable for the eye's performance in low light levels are not available. All measurements and calculations for nighttime lighting are based on daytime visual scales, which are not valid at low levels (mesopic). The lack of mesopic scales results in inappropriate lighting, energy wastage and decreased traffic safety. The objective is to define scales for the mesopic range (0.001-3 cd/m2) and to establish appropriate working practices that are accepted throughout the European Community. The objectives are achieved by vision experiments based on the coupling of laboratory experiments and computer simulations with field investigations. Data fusion and other modelling techniques are used to build the new model. Collaboration with CIE and CEN/ISO is made throughout the project. The main result is new scales for mesopic photometry, which will form the basis of an international standard.
