Eu policy challenges and the implementation of nationality policy in latvia and the other accession countries

Objectif

There are potential security implications and for major resentment in nations seeking accession to the EU in 2004 because of conditionality over citizenship and minority issues and consequent doubt over the financial worth of EU membership. This timely research will use Latvia as an exemplar to assess progress in implementing recent citizenship, education, and language legislation, and to identify how such international organizations as the EU, OSCE, High Commissioner for National Minorities, Council of Europe, and UN Development Programme can help to carry the process forward. The research would provide a current briefing to EU policy makers on tension between a national government and popular desire to promote and protect sovereignty against the stated EU requirements for membership of stable institutions, guaranteed democracy, the rule of law, human rights, and respect for, and protection of, minorities. The implications of a negative or low vote for accession in forthcoming referenda because of fear of insufficient financial compensation, surrender of sovereignty and the weakening of national identity would also be examined. The consequences for EU enlargement would be assessed were there large-scale social exclusion of people ineligible for citizenship in Latvia. This would allow the EU to apply Latvian experience to other accession countries with minority debates, such as Slovakia and Hungary, as well as to citizenship issues in the wider Baltic region. The Baltic States now wish to reorient themselves towards the EU and away from previous economic and political ties with Russia. The Centre for European Policy Studies in Brussels is the leading research institute on EU issues with an extensive network of external collaborators. A Marie Curie Research Fellowship based in Brussels would provide an ideal base for my research from which to develop my future career. It would enable me to make contacts and to gather information at CEPS and other research and governmental institutions in Brussels. My ideas would be stimulated and my research skills enhanced by the rich range of conferences and research for organized by CEPS. The training available during the course of the Fellowship would increase my employment prospects and mobility within the EU labor market. Living and working in Brussels would enhance my French language skills essential for effective interviewing. My study aims to contribute to the Wider Europe programme that addresses the relationships between the EU and its near neighbors, beyond the actual enlargement process. This regional approach to wider European affairs is being extended to embrace the Baltic region. Preparations are well advanced for CEPS to take the lead in coordinating regional networks of researchers in the Wider Europe.
