Objective We propose to make a documentary film to illustrate the research project "Europe viewed from below", as coordinated by Catherine Levy (CNRS - France) within the framework of the TSER - DG XII EEC program. The aim of this research is to observe and analyze the growing restrictions on the welfare system and their consequences for the unemployed. The research is being done in four countries: Great Britain, Belgium, Germany and France. A large part of the film will be made up of testimonials from unemployed people in these four countries. It will also try to explain this toughening of legislative constraints. We feel that such a film will help disseminate the researchers' findings to a wider audience, first via European television and secondly via non-theatrical distribution.
