Objective
This STRATA network will re-examine and re-state the rationales for research policy in the EU in the light of advances in the theoretical and empirical understanding of how scientific and technical knowledge is generated and exchanged. Our aim is to develop improved rationales for publicly funded research that have stronger theoretical and empirical foundations, that can be readily communicated to the policy community, that are responsive to the increasing complexity of policy objectives for research, and that provide practical guidance for the formulation and evaluation of policy. The network will play an active "gatekeeper" role in disseminating information to the policy maker community on key issues such as new approaches for assessing the benefits of scientific and technical research, for designing funding programmes with multiple objectives, and for evaluating research programme performance.
