The value of european patents : empirical models and policy implications based on a survey of european inventors

Objective

This Project will produce a survey of 10,000 EPO patents to acquire information not contained in the patent files. This will produce a largely original data base which the network will combine with existing complementary data bases (available with the network participants) to produce empirical papers (both econometric an qualitative studies) on topics that have been to a good extent neglected because most of the existing research is based on information drawn from the patent documents. The topics that we will cover include the determinants of the value of European patents; the organisation of innovation in Europe ; APRs and the markets for technology. The Project will also draw policy implications from the empirical studies at all three territorial levels, viz. European, national, and regional. Many of the issues dealt with in this Project are in line with the subjects highlighted by the Communication "Towards a European Research Area" .
