THE MINIHYDRO POWER PLANT "LA CARTIERA", A PLANT WITH POSITIVE ENVIRONMENT IMPACT

Objective

1) To prove to regional political authorities and to public opinion that a mini-hydropower plant with a very reduced head can be perfectly installed in a rural environment with a medium population, with little aesthetic, sonic and socio-cultural impact.
2) To verify that the river ecosystem derives advantages from the water being oxygenated by a Banki turbine with a draught tube on the drain.
3) To prove that by using innovative building technique as well as innovative machinery it is possible to reduce tha plant noise to a level compatible with an inhabited environment.
4) To stimulate the exploitation of hydroelectric microresources promoting "exchange" contracts in partnership with low tension consumers (particularly with public bodies).
5) To elaborate a rent contract model in order to apply a kind of third-party financing to small hydroelectric plants.

1) INNOVATIVE TECHNOLOGY
It is possible to rank the plant innovative aspects in two groups :
a) Ecological aspects
- machinery noise reducion;
- noise reduction outside the building;
- river self-purification increase by means of turbine oxygenating the water;
- underground machinery room, employing naturalistic engineering techniques apt to reproduce the natural environment;
- submerged bar screen and trash screen cleaner apt not to extract foliage from the water and to avoid debris heaps;
- innovative shape and architecture of hydraulic works. The plant has to be interesting from an aesthetic point of view and accesssible to visitors by means of safety works.
b) Formulation of a rent contract to be applied to a town council for a plant built by a third party and exploited with an exchange contract for energy selfconsuming.
2) CONTEXT :
The plant will be built near Faenza town at the end of the Lamone mountainous course into the Romagna Apennines.
The canal begins 3 km upstream from Faenza in Errano village, flows down to valley and after about 1 km reaches the old paper mill. From the source thank of this old unused plant the new
underground canal flows to the new plant set on the river bank at 80 m distance from the old electric station. A new engineering innovative technique will allow to place the central building near the bed river even improving the surrounding landscape. Since the plant will be built in an inhabited area innovative building techniques will be employe to lower its noise. The distance from the Faenza suburbs is shorter than 500 m. therefore the area could be suitable for a naturalistic route or a park. 3) ECONOMICS ASPECT:
The plant will have approx. the following characteristics: Fmax = 4,4 m3/s, Pe = 425 kW and minimum flow rate for turbine operation F/10 = 440 l/s
According to data presented in point n. 3 the flow rate duration curve is F =(a + be)-ht ove a=-3,785 b=16,288 h=0,006191 [t]=days [F] = m3/s considering : minimum ecological flow rate = DMV = 250 l/s, canal residual flow rate =400 l/s, a 13 m. net head to the turbine, it follows that the power production will be (total machinery efficiency n 0,75, managing efficiency n = 0,95) Q = 1,400.000 kWh/year.
Energy can be totally sold to ENEL at the following prices : 135,8 Lit/kWh during the first 8 years, 84,3 in the following years. We intend to experiment an exchange with low tension nets consumers whose price is higher than 200 Lit/kWh so we could hope that E= Q x Ce = 1,400,00 x 190 = 266x 1000000 Lit. The specific cost of the produced energy is the following X = (1 x A + M)/Q where I = investment cost = 1270 x 10000000 Lit = 591799 ECU
