The development of an innovative computer based integrated water resources management system in semiarid catchments for water resources analyses and prognostic scenario planning

Objetivo

The main objectives are defined as follows :
* Classifying and investigating landuse, degraded areas and settlements by means of remote sensing techniques, aerial photography interpretation and linkage with GIS.
* Simulating hydrological and erosion dynamics using the deterministic, physically based ACRU-model enhanced by OMS with a graphical user interface (GUI) and validating results via remote sensing.
* Developing a GIS-based management decision support system to identify competing stakeholder's water demands and to address water allocation conflicts with respect to socio-economic aspects.
Expected Outcome

The final product of the project, the prototype IWRMS, will be an innovative computer based toolset designed as an assembly of tested, validated and well documented procedures comprising techniques of database management, remote sensing, aerial photography interpretation, GIS-analyses, process modeling, user-friendly GUI and GIS-based decision support. The application of the IWRMS toolset will enable managers and decision makers to improve the regional strategic planning of catchment water resources with respect to optimising the use of water to satisfy the demand of competing stakeholders and protecting water and land resources.
The key activities involve :
* Preparation of a common project database and development of a networked project information system for data update and exchange.
* Digital analysis of the given geographic parameters of the test areas. This comprises analysis of topography by different scale Digital Terrain Models (DTMs), identification and classification of settlements based on their specific physical properties of the squatters building material and their irregular growth patterns, classification of land use and Land Surface Temperature (LST) with particular reference to afforestation, irrigated agriculture, land degradation and hydrological relevant land cover.
* Identification and parameterization of land use sensitive hydrological systems and erosion processes from representative test sites to delineate Water Resources Response Units (WRRUs) as modeling entities using the above described physiographic data coverages. Delineation of Water Deficiency Units (WDUs) by balancing water yield and water demand, derived from settlement classification and population data. Modeling the hydrological catchment dynamics, river runoff and erosion to assess available water resources, including extensive verification analyses, both of streamflow and spatial and seasonal distribution of catchment evapotanspiration rates using LST and leaf area index (LAI).
* Development of a GIS-based management decision support system for the allocation of the available water under varying "What-if?" scenarios, such as land use changes (afforestation, expansion of irrigation and settlements) affecting water yield, erosion and the competing stakeholder's water demands.
