Objective
A Concerted Action will apply and disseminate techniques for measuring health system performance developed in a previous EC funded research project, to the comprehensive appraisal of health systems and health policies in Guatemala, Nicaragua, El Salvador and Costa Rica. The project will use existing data sources to produce indicators of the 5 key dimensions of performance: health gain; equity in service delivery and outcomes; social security against catastrophic health expenditure; client-oriented service quality; and total health system cost. A full description of the health policies and health system configurations of the four countries will be made and related to the performance measures in each area. This will produce a comprehensive appraisal of these health systems, identify policies or characteristics associated with high or low performance in specific areas, and serve as a model for future health system appraisals.
