Objective
This study found that certain vulnerable groups had serious problems getting access to health services. Also, hospitals waste substantial resources and their efficiency is falling. These findings were presented to a workshop attended by national policy-makers, officials from the study cities, senior researchers and officials of international donors. Both city officials and national decision-makers expressed a need for health development strategies to address these problems. But, they stressed the need for intensive efforts to gain a wider understanding of proposed new approaches. The workshop identified the following objectives for a dissemination strategy:
- contribute to Chinese debates about urban health reform
- strengthen contacts between national policy-makers, city officials, researchers
- disseminate the methodology to the Chinese research community
- increase international understanding of urban health reform in China
