CONSOLIDATION OF THE USE OF WALLINGFORD PROCEDURE IN FOUR MEMBER STATES

Objective

This project is based on a previous SPRINT project, Project No. SP098 (1992-1997) entitled ' Application of the Wallingford Procedure for Sewerage Rehabilitation in Member States'. This had two extensions, 098/2 and 098/3. The same partners were involved in the project 10340I (Dec 1996-Dec 1999) with the aim of ' the application for the Urban Pollution management procedure to River quality protection in European Member States'. Project SP098 transferred the technology of urban drainage analysis for sewerage rehabilitation using the Wallingford Procedure to 7 Member countries. Two of these countries (Belgium and Ireland) are now applying this procedure as apart of their standard drainage methodology. This project aims to augment the Dissemination activities that were carried out in four of the other countries to consolidate its use. These countries are Portugal, Spain, Greece and Italy.

The objectives of the project were to get many end user organisations in the target countries to use the sewer system modelling tools/Wallingford Procedure and for the procedure to be used at other drainage sites considering rehabilitation. The Wallingford Procedure is a method of approach to drainage design and analysis using a mathematical modelling tool. This procedure is aimed at achieving an efficient solution to meet a drainage requirement by creating a model in which all the relevant processes are replicated to ensure that the engineer understands the system behaviour.

The principle benefit of the Procedure is the insight gained into the behaviour of the sewer system. Until the Procedure was developed, simplistic assumptions and simple criteria had to be applied to sewer analysis. Now it is possible to predict with confidence where constraints in the system occur and their impact in terms of flooding, overflow spills and operational and maintenance issues. This results in minimised costs of rehabilitation sewer systems. In the UK, this the Procedure has resulted in sewerage management moving away from crisis to strategic planning of rehabilitation and has led to cost savings. In addition, it also provides a framework for water quality control and the assessment of environmental impact.

The contratual objectives of this project were to:

- develop a multi-media tool, and the provision of free HydroWorks software for 6 months for any End-user if training is requested
- the Wallingford procedure has been applied at all pilot sites, this information will form the basis of the promotion of the technology into each of the target countries. Visit to potential end users to promote the procedure using pilot site results.
- dissemination activities to the countries, Portugal, Spain, Italy and Greece include:
- at least one seminar or conference in each country where promotion is needed - this aims to enhance awareness amongst the Engineering community of the Wallingford procedures
- a joint conference with INAMI 564 (STEAM), Sewer Technology for Europe
- at least one Fast Start seminar in each of the countries - these subsidised courses are aimed to ensure that knowledge of the procedures and the use of the software is fully understood to maximise its use in the country concerned.
- presentation of the Pilot Studies to End User organisations in each country - This is aimed to ensure a more rapid take-up of the technology
- involvement of other related technology suppliers.

The coordinator and Belgian Contractor provided the multi-media products and the other 4 counties carried out dissemination activities. All planned conferences and most related activities took place. By January 1999, Spain and Italy received a positive response from the dissemination activities, but Greece and Portugal were less successful. Not all the activities had been completed. No final report, only Milestone 2 technical report.
