Cultural Heritage and Arts Information Network

Objective



The exploitation of the European cultural heritage has traditionally been implemented by means of live performances, exhibitions, TV/Radio, books and mechanical media. The introduction of new digital media has created a large and unexplored potential of created a range of value-added commercial services which will increase the European citizens access to information and delivery of cultural goods. By utilising new media it is possible to create a chain of integrated services to be commercially explored through a co-operation between artists, creators, producers, organisers, mediators and publishers. The CHAIN project aims at developing a multimedia information service and infrastructure for interlinking cultural directories into an integrated trans-European network for the economic exploitation of the European cultural heritage. The service and infrastructure will comprise electronic information editing and dissemination services combined with tele-shippong and tele-publishing services for audio-visual arts, music, plastic arts, events and cultural sites. The CHAIN project will use WWW, Internet and CD-ROM as main elements in a distribution and delivery environment covering the entire production and dissemination chain. CHAIN will use existing standards as EURO-ISDN, MPEG (Audio and Video), JPEG and VR, and data encryption formats such as the MMP (MultiMedia Protection) Format. The CHAIN project will in particular address user-friendly access, copyright protection, and the support of the principe of subsidarity. A multilingual model for interconnecting territorial and sectoral cultural information directories, such as event diaries, site directories, will be combined with a tailored vehicle for producing a range of commercial services and products, such as on-demand services for video and audio, edutainment CD-ROMs, and interactive cultural magazines and calendars to be published on CD-ROM and WWW/Internet.
