Multimedia Commentary and Communication Service on the CE mark

Objective



This proposal stems from the consideration that traditional ways of providing information to business operators are too much theoretical and too dull, and therefore somehow ineffective. The proposers consider that the use of images and films is vital - and not merely decorative - in order to clarify concepts and requirements contained in technical texts to be used by enterprises. This is particularly true in the case of technical rules and standards about the CE mark. Every manufacturer or commercial operator needs to know how to apply such rules and standards. It is not only a legal matter: it is mainly a practical one. Multimedia seems to be the key to combine theory with evidence of experience; to catch the operators' attention and interact with them. The definition phase of this project will be used to test the viability of multimedia as a mean to provide business information to enterprises, with a view to clarifying the legal and technical context of producing and trading in the Single market. In particular, it will verify the viability of: an innovative multimedia product (on CD-ROM) capable of making technical information on the CE mark easy, complete and interactive a communication service with end-users (enterprises) on the world wide web, to inform, dialogue and gather feedback on the same subjects dealt with in the CD-ROM a network of translators capable of meeting the multilingual needs of the European and international end-users an agreement with a publisher/a few publishers capable of securing the widest possible distribution of the CD-ROM.

The partners will immediately focus the market. Technical and business information to enterprises generally flows through traditional channels (paper, info-desks and telephone calls). Electronic products on technical laws and standards are now developing, but they do not resort to multimedia: the information industry in fact still needs to do more research into the ability and willingness of its customers to utilize such features.
