Objective
E.I.S.S. - Electronical Image Safe Service - intends to develop an information and copyright reference database coupled with an imaging system to allow the creators of images to exploit their work and to control the distribution of exploitation rights themselves. ,E.I.S.S. has a strong emphasis to support the position of individual artists of providers of E.I.S.S. is planned to incorporate and store image data (in thumbnail and layout quality) provided by the creator(s) of the artwork (e.g. artists, authors, photographers, archives, museums, scientists). The images are linked in the database with text describing the origin of the imageand the records of previous usages. By storing all relevant data concerning the sales of images or other artwork by image suppliers, a comprehensive reference database is created. This database enables parties who are interested in the use of images (e.g. publishing houses, adversiting agencies, media industry) to localize the individual creator easily by a one-stop reference approach. The reference and information database helps the creator (artist, author, photographer) to protect his/her intellectual property rights. All images published with proper authorisation and compensation to the creators will be registered in an easily researchable database helping to prevent illegal use of intellectual property by checking doubtful publications with a simple query of E.I.S.S. as non-authorized would not be registered. The E.I.S.S. system offers business opportunities to SME's linked with the image trade : The transformation from the predominant hardcopy archives towards the new era of digital archiving and trading habits creates a vast amount of work and requires specialised skills and equipment. Only larger companies will be capable of affording and operating the necessary infrastructures. The majority of SMEs will wholly or partly depend on services provided by external specialists. The demand for outsourcing services in this area could create an enormous incentive for new startups and new employment is small enterprises. E.I.S.S. is improving the supply of digital images to industrial and commercial enterprises, especially to SMEs while at the same time protecting the intellectual property rights of the creators, authors and holders of rights. E.I.S.S. will be openly accessible to relevant parties for researching into the images and texts available. It will incorporate interfaces for easy and cost-effective access by freelance authors and SMEs. By providing the ability to browse the database through presentation of Low resolution images of the materials stored, it will give an innovative online access to images and their creators. E.I.S.S. will enable both creators and image users to find and retrieve images quickly and to easily solve the copyright protection and payment issues. The proposal is targeted at Action line 3.1 in the INFO2000 programme, in particular at the area Business Services for producers, in particular SMEs. It also has relevance to the area of economic exploitation of Europe's cultural heritage. A budget of 218,281 ECU with a Community contribution of 100,734 ECU is proposed for a Definition Phase project.
