The Investigation of Enterprises Behaviour Evolution During Market Economic Reforms in Former Soviet Union on the Basis of European Harmonised Business Surveys Results

Objective

Key objective of the project is investigation into evolution of enterprises' behaviour in NIS in the conditions of large-scale economic reforms. Its implementation calls for application of findings from European harmonized business surveys held by the projects' collaborators on the territory of Russia, Ukraine and Belarus. The surveys referred to enable to analyse enterprises' behaviour at micro level on the basis of monthly or quarterly monitoring. Nobody else has opportunities to come up with findings like that.

The project is to be started with identification of vital problems arising in course of economic reforms within NIS industrial sector, which are to be studied on the basis of business surveys, in this way giving a good chance to come up with entirely new results. The problems stressed upon will primarily be studied into by means of methods of "pilot" statistical analysis designed on the basis of conditional distributions and conjugation matrices. Doing this way, we expect to come up with statistical description of enterprises' behaviour in the conditions of economic reforms, with data being comparable for the three countries. First and foremost, there will be applied indicators which have never been practiced by NIS, e.g. customer demand, stocks, expectations held by individual enterprises, factors limiting production performance. Either the project's contents or findings from statistical methods application must be easily accessible to managers of respondent enterprises, state bodies officials responsible for decision-making.

Afterwards it is envisaged to proceed with studies into the problems identified at earlier stages by means of models for framing up expectations based on respondent data collected in course of business surveys. Traditional models (rational, adaptive, extrapolation or training models) are to be evaluated in view of their potential contribution in analyses concerning transitional economies performances. There will be proposed modifications of traditional models, these enabling to study into hypotheses (correlations), which acquire critical importance in the conditions of economic reforms. The models of framing up expectations will be evaluated by use of data on Russia, Ukraine and Belarus. This can enable to come up with comparable results, to confront enterprises' behaviour patterns and their evolution pace.

The project is to be concluded by formulation of methodological recommendations concerning application of findings from European harmonized business surveys, methods of prompt statistical analysis and models of framing up expectations designed to investigate evolution in NIS enterprises' behaviour in the conditions of economic reforms. Treatment of findings from business surveys will enable to evaluate performance of economic reforms at micro level, adequacy of enterprises' behaviour to new economic conditions and their pace along the trajectory "planned economy - market relations".
