Collaboration in Science as a Main Factor of Sustainability of Russian Science in the Provinces

Objetivo

The results of our previous project INTAS 96-0036 have shown that in Russia under the new economic conditions and multi-channel research funding provincial universities became stronger players in basic research. The goal of the project is to evaluate the impact of collaboration on the development of science in provincial universities and to provide recommendations for science policy on both the national and local level. Bibliometric indicators and a sociological survey will be used to identify and describe in detail the nature of collaboration among researchers from various regions of Russia and its impact on the domestic as well as the international level on those researchers in the provinces, who received financial support from the Russian Foundation for Basic Research (RFBR) during 1995-1999. The RFBR database, which includes information about grant holders and their team members, is a powerful and unique source of data on Russian science and its resources.

In more detail the objectives of the project are:

to characterise scientific research activities of universities in the Russian provinces funded by the Russian Foundation for Basic Research (RFBR) and local authorities during the period 1995-1999;
to identify and describe the development and strength of collaboration and the nature of collaborative work involving scientists from regional universities with their colleagues from academic institutions and industry from various regions in Russia;
to analyse the distribution of funding among universities in the Russian provinces and the resulting research productivity in different geographic regions of Russia;
to investigate the pattern and specific links of collaborations among Russian regions and foreign organisations with special attention to the pattern of collaboration at the nation's border and to design a map of collaborations;
to assess the impact of grants and collaboration as a factor of the sustainability of science in the regions.

The project's objectives will be accomplished through analyses of grants, publications, citations and citations impact. Sophisticated methods will be used for the evaluation of links of collaboration and the mapping of science. The primary data source will be the RFBR database, which includes information about 115,000 researchers, 23,000 projects, 250,000 papers and 1500 organisations in the natural, applied, and social sciences. In addition, the Science Citation Index (SCI), a multidisciplinary index to the scientific literature, which includes citations, author affiliations and geographic addresses, as well as other elements appropriate for collaboration analysis, will be used. The sociological survey of grant recipients will give the specific understanding of what researchers think about the collaborative situation, how they are interact, what the practice of collaboration really looks like.
The results of the study can be used by policy makers to get a better understanding of science development in the region and collaboration benefits for research investment in provinces. The resulting information could help to improve the image of local universities and attract more talented students. Domestic and international policy makers will benefit from additional insight into grant-based collaborative research in Russia provinces.
