Euromath network and services for the NIS - Phase I

Objective



The EmNet/NIS project will establish a modern, internationally oriented research infrastructure based on computing and computer networking on the territory of the NIS. In the first place, this is aimed at the mathematical sciences. The project is based on extensive collaboration since 1988 originating from the Euromath Project, a pan-European project.

Considering the strength of mathematical research in all parts of Europe, the expected synergy effect of the EmNet/NIS project will be pronounced. The first phase of EmNet/NIS is technology oriented with transfer of know-how and with limited but central implementation of communication services, document handling, provision of information, access to databases, directories and publishing. There are 8 partners from the NIS: five from Russia, two from Ukraine and one from Georgia. An expansion to cover some 70 - 120 partners in a second phase will be planned during this phase.

Services will be especially adapted to the situation in the NIS, varying from region to region. The project strives to achieve economies of scale by exploiting state-of-the-art technology. Special care will be given to create centres and services which can generate a modest income immediately and a more substantial income in the medium and longer term, e.g. related to collaboration with industry. This and other aspects of the project are specifically aimed at preventing a further brain-drain in the NIS.

In view of the nature and the long-range perspectives of the project, it is realized that a key element for success is the engagement and contributions from NIS participants with western Europe participants playing only a supportive role. The organization of the project attempts to facilitate a division of responsibilities as indicated. As a sign of NIS commitment participants have already secured substantial funds from NIS-based foundations.
