Brain-drain: the emigration of scientists from relevant parts of the NIS

Objetivo



The general purpose of this project is to gain an understanding of the phenomenon of brain-drain and its implications for the process of reconstruction in the NIS, and specifically in the republics of Russia, Ukraine, Belarus and Kazakhstan.

The first main objective of the research is to examine the changing role of science and research, especially in connection with academies of science, universities and research institutes, and scientific institutes with a military background, by charting the turnover of academic staff over the last ten years. Loss will be studied in terms of numbers and in terms of outlets. An attempt will be made to distinguish between external and internal brain-drain. Secondly, the research project aims to examine the causes and motivations for emigration by distinguishing between academic groups which are inclined to leave according to demographic and other variables, such as discipline, age, ethnic background, level of qualification, and socio-economic and working conditions. The potential of specific types of emigration will be assessed.

With regard to these aims, country reports for Russia, Ukraine, Belarus and Kazakhstan will include a brief structural analysis of the context of transformation and an overview of the development of the science sector over the last ten years at the micro-level.

The research will focus on selected case studies of important institutions of the science sector and on charting the turnover of academic staff in academies of science, universities and research institutes. In-depth interviews with a selected number of those affected will also be carried out in order to gain an understanding of the motivations underlying the decision to emigrate or abandon an academic career.

A database and a report on the situation in each country with regard to the development of the science sector over the last ten years at micro-level will be prepared.
