A public policy and applied regional economics approach for defence conversion and diversification in the NIS and UK

Objective



The principal goal of this applied research networking project will be to establish a basis for the comparative evaluation of different public and private enterprise policies towards defence conversion.

At the moment there is a great deal of effort going into assisting defence conversion, diversification and industrial transition in the economies of all the major players in the Cold War. The problems are particularly acute in the NIS but the problem is also causing transition difficulties in western Europe and the USA. This research programme as currently constituted focuses on the NIS with some reference to a comparison with transition in the UK. It is intended over the next few years to seek further funds to bring in the USA and other parts of Europe.

If the best results are to be achieved with transition policies, it is important that an evaluation system exists so that best practice is quickly identified and fed back into the public decision-making process at the earliest opportunity. This research intends to provide such a system.

The partner will identify a cohort of companies in three NIS states, Belarus, Russia and Ukraine, and set up a system to track their progress in the process of transition over a period of time. Historical research will be carried out on the pattern of employment of each enterprise over time. Attitudes and work volumes will be tracked over two years by a questionnaire which will be piloted in three enterprises, one from each state, in the initial year. A parallel study is currently going on in the UK at BAe Regional Aircraft.

Each of the participating NIS states has a different style, pace and direction for transition and the policies they intend to use to achieve it. The project will use these differences in typology, timing and direction in a cascade cohort experimental design. This will capture the policy and environmental factors that appear to be producing the best results on the ground. This information will be used to inform the decision-making processes in each of the states by means of an annual conference reviewing progress of the research.
