Objective
In the countries of the NIS there is a pressing need, which at the same time represents a great problem, to create a reliable and adequate database for the observation, analysis, formation and the interregional and international comparison of internal development processes of society.
This project aims to analyse prerequisites and overall conditions for the building-up of a social scientific database system for internationally and/or interregionally comparable data on demographic, economic, social and environmental development in Belarus; elaborate a conception for the collection and production of data for formal and substantial structures as well as the methodology of the database system; present a programme for the implementation of the conception; show the feasibility and the implementation possibilities of the database system; train Belorussian experts for the further development and application of the database system, for the extension of the possibilities of utilisation, for the management and securing of data and for international co-operation; demonstrate the feasibility for: developing the database system into an instrument of observation, analysis, simulation and prognosis of social development trends on an interregional and international level of comparison; elaborating reporting schedules for state, public and scientific authorities; creating transfer possibilities for the Belorussian experiences and the accumulated know-how by means of international networking and exchange of experiences in order to stimulate and/or support similar projects in other countries of the NIS.
For several reasons the Republic of Belarus is especially appropriate for this project. Requirements and possibilities of regional databases and analyses can be especially well prepared on the level of a country with the dimensions of a region. Because of this prominent pilot function, the project requires intensive networking. This was taken into special consideration when selecting the partners. The project partners do not define the project as an isolated measure but emphasize its incorporation into existing co-operation and objectives.
A final report with regard to the objectives of developing the database system, elaborating reporting schedules and creating transfer possibilities, will be produced.
