Subsidiarity and the environment: the reorganization of environmental institutions in the East

This project will analyze the role of selected regions (oblast/kray), with focus on Russia, in environmental policy. In the light of the seriousness of the problems, main emphasis will be placed on clean air and ozone policies with regard to the Geneva and Montreal Conventions. Analytical conclusions and policy recommendations will be drawn which will also be applicable to other NIS countries. Russia, Ukraine and other large NIS states are in the midst of institutional reorganization in the field of the environment. This project intends to transfer the experience and models of west European environmental institutions to the NIS states. It will draw on the results of two major research projects analyzing the issue of subsidiarity in environmental policy, and is of high political relevance and practical value. Due to the considerable difficulties of analyzing regional environmental policies and the limited resources, the study will focus on the following four regions: Moscow, Kaluga, Novgorod, Murmansk. The success of environmental policies depends on political strategies, institutional arrangements and acceptance of the proposed measures. Experience from west European countries, such as The Netherlands, Germany and Switzerland, demonstrates that the degree of decentralization, i.e. the subsidiarity, of environmental institutions is a decisive factor in the effectiveness of ecological policies.
