Structural change in Russia and Ukraine

Objective



The goal of the project is to observe and analyze the process of restructuring of industrial patterns currently taking place in Russia and Ukraine. The evolution in the schemes of production and trade in relation to the increasing integration of the two countries in the international environment will be analysed. The main issues to be addressed are whether policy intervention is needed; the nature and extent of intervention, as well as choice of policy instruments, to sustain a given level of intra-NIS activity and trade; and/or to accelerate the reorientation of trade flows towards western Europe; and what policy these countries should adopt towards the growth of the informal sector.

Data collection will constitute an important part of the work together with the harmonisation of the initial database. The relations between changes in domestic and foreign activities will be analysed in order to assess the transformation of industrial patterns. Studies will be made on the impact of the differentiated conditions within the countries on the evolution of their industries.

A further aspect of this project will be to assess the importance of the informal sector in transition and the policies necessary to deal with it. This part of the project will focus on Ukraine where the informal sector is particularly large.
