Networks in the NIS to promote the flow and exchange of technical information in the irrigation and drainage sector

Objetivo



This networking project is designed to help countries of the NIS, Ukraine, Russia, Uzbekistan, Kazakhstan, Kyrgyzstan, Turkmenistan and Tadjikistan, to form effective networks with each other and with the international community (through centres in France, United Kingdom and The Netherlands) in the subject area of irrigation and drainage technology. This will be achieved by extending an existing global network in this subject, the international programme for technology research in irrigation and drainage (IPTRID), which has a central network made up of the above-mentioned western participants plus India and Spain, and an office in Washington. Approximately 6,000 professionals of the international community are members of the network and already have access to services such as the supply of copies of grey literature on request and the biannual network magazine. In addition, some country networks exist to improve technology information exchange within their countries and to improve the quality and efficiency of research.

This project will set up two new country networks (Russia, Ukraine) and one regional network based in Uzbekistan to serve the Central Asian states. The project consists of two phases: to set up the information networks in the NIS, and to supply, install and implement advanced network equipment for the NIS participants. The choice of the pivotal institution for each network is based on its existing technical strength in irrigation and drainage. Although most network activities can be supported from the main office, exchange visits will be carried out both between and within the country networks set up in NIS countries and time is allowed for running seminars and other training activities.

The expected results are that the new regional and country networks will: use the imported international databases to enable NIS workers to obtain worldwide detailed information on recent technical developments and improvements; use the dissemination activities such as newsletters and seminars to keep generally up-to-date with recent events and progress in the irrigation sector; use the developed address lists to provide technological support to workers in remote areas who normally find it very difficult to obtain any relevant technical literature; use the locally generated databases to select what material produced by local researchers should be disseminated elsewhere in the world, to arrange for its translation and to ensure that it receives due recognition; by improving the general standing and morale of the cadre of researchers and professional staff, to equip them to deal more effectively with the range of problems affecting irrigation and drainage schemes at present (and more so in the future), and particularly those involving the environmental stability of such schemes; and, as a result of all these benefits, improve the quality and efficacy of research projects carried out in NIS.
