Land use management through distance learning of spatial information systems

Objectif



Lack of effective land use planning appears to be a serious obstacle for regional and urban development. Reliable information systems on forestry, agriculture, infrastructure, resources, urban housing and facilities are a necessary condition for public policy in a deregulated economy.

This project aims therefore: to train NIS partners in the principles and application of geographical information systems (GIS) by using distance learning communication tools, in this context use will be made of advanced distance learning methods which have recently been developed in The Netherlands and which offer a great perspective for improving GIS expertise among participants in distant countries; and to apply the various GIS modules of distance learning to the complex problems of land use management in Tyumen Oblast, Russia.

The Tyumen case studies are meant as a practical joint test of the distance learning courses for operational assistance to land use management in Tyumen Oblast. The proposed case studies will be concentrated on application of GIS to land use problems in the modern epoch of privatization in Russia. The applications will be carried out for Tyumen Oblast at both regional and local level by focusing on forestry, agriculture and urban planning cases.

The GIS application will provide the technology and expertise for the integration of land use information on a spatial basis incorporating the required economic parameters. The expected results should facilitate and improve the quality of decision-making in land use management.
