Land use management through distance learning of spatial information systems

The project concerns using geographical information systems (GIS) for land use planning. Various GIS modules of distance learning are applied to the complex problems of land use management in Tyumen Oblast, Russia. The case study was carried out on the level of Tyumen Oblast as a region and at a city level. For the former, the Land Use Information System (LUIS) of Tyumen Oblast is being treated as a part of Regional Information System (RIS) of the Oblast; it means, that the system is designed and developed as a part of the Oblast information system of document flows, telecommunication and computer hardware and software supplement, support and education, financial flows, coordinated by the administration of the region in interactions between other branches of the economy of the Oblast, national okrougs, administrative rayons and settlements; these results are included in the program of administration of RIS of Tyumen Oblast for 1996. Results of data gathering from LUIS are included in the statistical data system, collected into the Oblast data base from rayons and represented in the annual report. For the city LUIS supports the rational land use, protection of rights of land owners, land users and renters, evaluation of the land price, protection of important historical and architectural objects. The cadastral system of the city is based on use of textual data, raster data, vector data and attribute data. Digital maps of the city has been created using GeoDraw GIS software. The software system for end-user level of city LUIS has been designed using MapInfo environment; the system gives the opportunity to work with the digital map of the city on the base of federal instructions in the local area network including 14 computers; and can be used to design GIS applications using VBX for original applications for concrete users.
