Objetivo
PICNIC will develop the next generation regional health care networks to support new ways of providing health and social care. The aim is to prepare regional health care providers to implement the next generation, secure, user-friendly, health care networks and to make the European market for telematics health care services less fragmented. The region's development of scenarios on new forms of patient-centred delivery of care is supported. Tools and common components for the services are developed in close co-operation with industry. PICNIC will also develop a complete set of prototypes (demonstrators) of the services in the regions in close co-operation with industry. In addition, PICNIC will co-operate with an advisory group of representatives from national ministries of health and regional health authorities.
Objectives:
PICNIC is initiated by regional health care providers which are planning to develop the next generation regional health care networks to support new ways of providing health and social care. The regional health care providers (regional health care authorities) in PICNIC will undertake this development in a public-private partnership with industry and telecom providers. The industry and telecom providers will focus on the development of common components and tools, which can support their application- and service development. They will work on the prototypes and contribute to the development of strategies and requirements.
The PICNIC regions are committed to adopt the research and development results from PICNIC for their future large-scale implementation of systems and services. They are also committed to make their future local implementation independently of European Community funding. However, they are now searching for optimal solutions and efficient implementation strategies based on the most developed European experience.
Work description:
PICNIC will take as its starting point the latest models for the provision of care. Most of the application areas in PICNIC are aimed at realising patient-centred, shared care. They will involve new ways of organising work and sharing responsibilities in order to provide a coherent service and a cross-sectorial "good period of care".
The aim of PICNIC is:
to prepare the regional health care providers to implement the next generation, secure, user-friendly, health care networks;
to make the European market for telematic health care services less fragmented.
This is done by:
development of scenarios of new ways of (patient-centred) delivery of care;
development of descriptions for the services, so that a total picture of regional health care networks can be presented for industry and other health care authorities;
development of a system architecture to support interoperability between services;
development of common components and tools for the services in close co-operation with the industry;
development of a set of prototypes (demonstrators), including extensive prototyping of six high priority services based on the scenarios, requirements, architecture, common components and tools.
In addition PICNIC will:
develop an assessment model for the IT-enhanced health and social care provision - based on a proactive medical technology assessment methodology;
use this model on selected processes in the regions;
co-operate with an advisory group with representatives from national and regional ministries of health, and promote the large-scale implementation of regional health care networks.
Milestones:
Through requirement harmonisation and standardisation, PICNIC will bring about a more cost-effective environment for provision of systems and services. The generic tools developed in the project are intended for industry when developing services/systems, but could also be refined to products. The scheduling of PICNIC will ensure that reports, tools and prototypes for the services are produced continuously during the project period.
