Efficient Bidding and Procurement in the Tile Industry. Practical Trading Tools and Broker Services for the Exchange of Product Characteristics

Objetivo

The e.bip project aims to improve the bidding and procurement process by increasing the availability of product information as well as optimising the business transactions within the supply chain of the tile industry. A new broker service will be established based on existing solutions and standards.
It will increase the availability of product characteristics (e.g. precise colour information), support the co-operation between tile manufacturers, wholesalers and tile layers (by e.g. mapping functions for product identification) as well as provide the virtual market place to carry out electronic negotiation, ordering and payment transactions. Additionally, the e.bip project will adapt existing CSCCM bidding systems and develop practical procurement tools for the tile layers to take full advantage of the new broker service and to ensure the re-use of bidding data in the subsequent procurement tasks.

Objectives:
The bid preparation and procurement process of SMEs is still predominately based on traditional approaches, tools and communication channels. Re-using bidding data in subsequent procurement tasks is currently rarely supported. The heterogeneous data structure within the construction business and the absence of common product identifiers impede the access to up-to-date product characteristics and therefore an efficient co-operation within the tile supply chain. The objective of the e.bip solution is to overcome these drawbacks by providing: quick access to up-to-date product information (i.e. automated update of company's local product data and search facilities), improved product characteristics including colour information and common product identifiers to support the selection of the "right" product, advanced price requests for negotiation support, and direct and ITC based ordering and payment of product components defined in the bidding process

Work description:
The e.bip project will introduce advanced ICT based support for all procurement and order processing activities in the tile construction sector and show the opportunities of electronic commerce in overcoming today's structural problems in this sector. Thus, e.bip will help companies to improve their current business processes, foster the co-operation between manufacturers of tiles, wholesalers and tile layers. The present project addresses the majority of the objectives settled down in the key action (1.1.2.-2.3.2.): e.bip will develop innovative marketplace tools for supporting the brokerage and trade model of the tile construction sector. These tools include all trade aspects starting with the requesting of suppliers and ending with the automatic billing and payment transactions. A major output of e.bip is the development of an information broker network to increase the market transparency and optimise the business transactions between the members of the value chain (completely covered in the e.bip consortium). The broker network represents a client-server architecture, which will be implemented by applying existing tools and standards. Additionally, the e.bip project will adapt the existing CSCCM bidding system and develop practical procurement tools for the tile layers to take full advantage of the new broker service and to ensure the re-use of bidding data in the subsequent procurement tasks.

The e.bip project will use a classical development approach consisting of the eight work packages, namely Requirement Analysis, Software Conception, Software Implementation, Supporting Means, Pilot Projects, Evaluation, Dissemination and Exploitation, and Project Management. An important principle in the e.bip project is the use of iterative and participatory development approaches in all project phases to ease the detection of errors as well as ensure that the e.bip solution meets the end users' needs
