Single Administrative Message for PostaL Enterprises

Objectif

Items entering Europe face a common external tariff, regardless of where they enter the EC. Despite tariff standardisation and common regulations, customs procedures vary from country to country; bilateral arrangements between national Posts and Customs are the norm. Starting with a complete analysis of requirements and technical solutions for the efficient customs clearance of letter mails and parcels imported into or exported from Europe, SAMPLE will proceed to specify and develop open-standard procedures and supporting technical systems and will implement and demonstrate these systems during the lifetime of the project. Whilst fully cooperating with international standardisation organisations, the project will not be bound by the formal procedural constraints of such processes, It will be characterised by a "mean and lean" attitude that will enable it to fulfil the project objectives within its two-year timescale.

Objectives:
Items entering Europe face a common external tariff, regardless of where they enter the EC. Postal/Customs procedures, however, vary considerably; bilateral arrangements between national Posts and Customs are the norm. Each European Post must also implement its own export procedures for dealing with non-European Customs. SAMPLE will specify and develop open-standard procedures and supporting systems for the efficient customs clearance of letter mails and parcels imported into or exported from Europe. The systems will transport, in a timely manner, data describing European in-bound and out-bound consignments from the exporting Post to both importing Post and importing Customs authority. The project will also implement and demonstrate these systems during the lifetime of the project, using both conventional (EDI) and emerging technologies such as XML that could, at reasonable cost, facilitate widespread use of the system. These objectives are clear, realistic and verifiable.

Work description:
The work will be undertaken by a uniquely qualified consortium, comprising the Postal and Customs Administrations of two European countries (Finland, United Kingdom) and a non-European country (USA), and will be coordinated by IPC Technology, a joint company established to facilitate improvement of international postal services. The workplan fully conforms to the Commission's five-phase lifecycle model. A major analysis phase will undertake a detailed study of Postal and Customs business functions to be supported by the system, and the complex international situation that can have bearing on the solution to be adopted. It will identify the information to be exchanged, its availability, sources of data and how it can be gathered, possible exchange protocol and legal and financial implications. Essential data elements will be mapped to EDI message segments, and the scope of necessary new data requirements will be clearly outlined. In parallel, the capacity of XML and associated Internet solutions, including associated benefits and threats, will be analysed. The Definition Phase will convert identified needs into interface specifications, layouts of user screens, reports and program specifications for both Posts and Customs. A Demonstrator will then be built and validated in two stages: verification, and demonstration using live traffic. Dissemination will start early in the project, and continue on a regular basis to the Postal and Customs communities. It is anticipated that the Exploitation Phase will expand the system to successfully involve most European and North American countries and Australia within two years of the end of the project. The project will fully cooperate with international standardisation organisations, but will not be bound by the formal procedural constraints of such processes. It will be characterised by a "mean and lean" attitude that will enable it to fulfil the project objectives within its two-year timescale.

Milestones:
Major project results and milestones include:
- release of Requirements Specification, documenting detailed agreements between European and non-European Posts and Customs about both procedural and technical aspects of the system
- demonstration of the SAMPLE system using live traffic
- holding of an internationally-publicised public workshop at which the SAMPLE system will be demonstrated, to disseminate and publicise results to the world-wide audience of potential users in Posts and Customs.
