Integration of Public Information Systems and Statistical Services

Objetivo

The general objective of this project is to develop new tools and services to enable public administrations to design, organise, develop and disseminate Public Information Systems (PIS) in a pre-harmonised and standardised way. These user-friendly and easily accessible systems will assist the P.A. in efficiently using and exploiting the Distributed Information Systems (DIS). This project embraces theoretical analysis tasks and developmental tasks. The duration of the work is scheduled for a period of 3 years and will encompass two areas of policy making and their pertinent institutions.

The Work Packages are:
Market Research;
Integration Analysis and Design of a Software Prototype;
Development of the final Software System;
Application and testing of the produced system.

The major milestones of the project is the definition of incompatibilities due to the various classifications, standards, indicators and terminology issues, the software development stages and the evaluation of the results of our theoretical conception as well as the verification of the applicability of the produced software tool in the environment of vocational training and cross-border trading.

Objectives:
The scientific aim of this project is the analysis of the already existing software tools and services and the development of a new metadata- based system to assist P.A. in utilising and handling the DIS, with maximum international compatibility and efficient use of public information.

The sub-objectives are:
Market research of the state-of-the-art;
Definition of effective standards;
Suggestion of appropriate methods for monitoring performance;
Promotion of constant improvement;
Introduction of new services in order to facilitate access to Public Information to support policy-making;
Introduction of a new public information system, which would allow for full exploitation of integrated information systems;
Resolution of data and metadata storage problems;
Adaptation to different languages and different types of data;
Harmonisation of classification and universal access of DIS.

Work description:
This project embraces theoretical analysis tasks and developmental tasks. The duration of the work is scheduled for a period of 3 years and will encompass two areas of policy making and their pertinent institutions, i.e. vocational training and cross-border trading.

The Work Packages (WP's) are:
Market Research (WP I);
Integration Analysis and Design of a Software Prototype (WP II);
Development of the final Software System (WP III);
Application and testing of the produced system (WP IV);
Dissemination and Implementation (WP V);
Assessment and Evaluation (WP VI).

The goal of WP I is to prepare and obtain the necessary standardisation in classifications, standards and indicators, terminology and meta-information structures in order to allow the development of the further work.

WP II which covers the following phase, mainly aims to detailed workflow analysis for inter-temporal and inter-spatial internal and external data flows, a careful cost/benefit and S.W.O.T. (Strengths - Weaknesses - Opportunities - Trends) analysis and a Software prototype design WP III aims in developing a metadata enabled software system. For this purpose, the software development activity will focus on the design and creation of a multi-source information environment with the capability of integrating the methodology developed by WP I and II. The development of a supporting software system integrating already existing distributed PIS, relies on a careful analysis of the actual state of the art, based on a number of examples highlightng possible strategies. Moreover, such a support system will use metadata in an active way, requiring the unified terminology of classifications and nomenclatures, resulted from WP I.

In WP IV, the software tool will be implemented in specific European training centres, Custom-entry points and the relevant ministries. It is strongly believed that once services are available and a user-friendly operational scheme has been established for their accessibility.

Milestones:
The IPIS project is bound to generate both theoretical and practical results. While main emphasis is laid on the development of a metadata - based software system to enable public administrations to organise and disseminate their currently in use Public Information Systems (PIS) in a standardised way, theoretical work will provide a solid basis for statistical data and metadata harmonization.
