Prediction of congestion and incidents in Real time, for intelligent Incident Management and Emergency traffic management

The PRIME project aimed to contribute to traffic management and road safety in the EU by providing innovative and improved information technology (IT) tools for incident management. The new methods built on those days achievements in incident management and road emergencies from the project 'In response'. The PRIME ITS architecture specifies real-time services to detect or estimate the probability of road traffic incidents, verify an incident has actually taken place and determine an appropriate response. The services were integrated and, as far as possible, automated to improve the effectiveness of the total incident management process. The system comprises of two products that allow modular migration from the recognition phase of the incident management process to containment and mitigation of the effects: I. PDV/SYSTEM includes three components: - Incident probability estimation: Establishes the association between traffic conditions, weather conditions, road geometry, and incident occurrence using statistical models and simple, intuitive rules. The target estimation rate exceeds 80%. - Incident detection: Focuses on algorithms using inductive loop data (U06, Neural Networks, Persaud) and algorithms functioning with machine vision hardware. The target performance of the algorithms exceeds 80% with an expected false alarm rate of less than 2%. - Incident verification: The aim of the incident verification component is to accumulate evidence about potential or detected incidents, and use this information to eliminate false alarms and produce a true verified incident. It incorporates evidence received from mobile phones through WAP. II. PRIME/SYSTEM includes all the above and: - Integrated incident management strategies : Proposes/deploys incident management strategies involving traffic management plans (signal phasing, access control, ramp metering) and/or information dissemination plans (through VMS, local radio and dynamic route guidance systems). The best measures are determined according to site specific incident management rules related to the incident situation, and the traffic conditions on the affected and adjacent roads. The effectiveness of the strategies was measured and simulated at the PRIME test sites. PRIME brought improvements to the operations of incident and traffic management centres. It provides their operators with less costly and more practical management methods and more reliable, timely and comprehensive information. This increases the effectiveness of deployed integrated traffic management strategies, improve traffic flow and enhance road safety for drivers.
