Objectif
GETIS will establish a Working Group to identify the need for more integrated spatial data domains based on real user needs and new technology, especially those processing Earth Observation feeds, as well as current practices that derive from the pre-computer age. This benefits the whole Information Society by showing that more suitable spatial data can be used more widely in governance processes, cooperation in environment, humanitarian, transport issues, regional development etc, institutional studies and by private citizens. GETIS proposes to use the Working Group to validate data domain analysis, standard inputs/outputs and exploitation plan. Methods include data analysis, physical/electronic workshops each with a project team core activity and extensive Working Group activities. The project team emphasises the user, industrial and standards aspects but fully intends to offer Working Group Membership to all interests.
Objectives:
GETIS will identify the key data domains in Europe that can be shared by information communities as base or fundamental data rather than each community continuing to focus development in a competitive way on entirely their own and commercial data resources. In undertaking this primary task, GETIS will also introduce advanced data domain modelling techniques to the practitioner user communities. The second task will be to develop use case scenarios for the new data domains in order to demonstrate there overall value to users in multiple information communities. A third task will work with relevant standards bodies to ensure that take-up can be enabled for new data domain standards, providing a key building block for interoperable data. Finally, GETIS will develop an exploitation plan that will ensure that the results are taken up by the user communities.
Work description:
The work will be accomplished partly by the project team and partly by a Working Group.
Work package 1 includes the building of the Working Group who will be drawn from the Institute for Data Modelling members, FP-4 and FP-5 project teams that are dealing with existing or even specific new data domains, members, direct and indirect, of EUROGI, practitioners in the institutions of the European Commission and others.
Lay (unskilled) users will also be identified wherever possible and scenarios (Work package 2). As well as beginning to build the Working Group, the Work Package will undertake, as a project team and in the Working Group, data domain modelling. The main viewpoint for this modelling will be the new (and established) Earth Observation sources, correlated and expanded with data from conventional sources and positioning system approaches.
In this way, traditional data resource providers will no longer dictate to users the data that they require. Use case scenarios will be developed in Work Package 2 using the new data domains and documented usages such as the FPs, MEGRIN and EUROGI. In the interoperability standards work, presentations of the new data domain concepts will be made to the relevant standards organisations. The team will work with these organisations to begin the new standardisation work anticipated. This is likely to extend beyond the life of the project so it will be part of the exploitation work package to ensure that there is momentum behind the new domains, preferably with commercial exploiters seeking to implement the domains and their standards. A multilingual and semantic approach is considered essential and is built into the modelling technique and also used for dissemination. This requirement will be met in several languages using the internet communication methods to supplement physical meetings.
Milestones:
1. Formation of a Working Group involving at least 5 countries.
2. Development of data domains covering at least two applications such as land, transport and possible, inland water body requirements and use case scenarios within these domains.
3. Outline data domain standards.
4. Cooperation agreement with one or more standards bodies.
5. An exploitation plan that leads to take up by industry and users.
6. Throughout: multi-lingual presentation when practicable in at least 3 languages; web site linked to JRC EC GIS.
