European Senior Watch Observatory and Inventory - A market study about the specific IST needs of older and disabled people to guide industry, RTD and policy

Objectif

The European society is ageing. SeniorWatch addresses the need to better understand and monitor market dynamics of IST applications targeted towards older citizens (including older disabled persons). It provides a unique European and global source of reliable empirical information on market potential. Information gathered through an innovative approach includes Europe-wide representative surveys (approx. 10,000 older citizens, and 500 decision makers from organisations providing home care. Based on country reports (all Member States, USA, Japan, Norway), and industry-lead technology analyses. Its synthesis will contribute to key European Union (EU) industrial and social policies. Dissemination will support industry, users, Fifth Framework Programme (FP5)/policies to rapidly develop and exploit this fast growing market segment. The experienced consortium brings together key centres of excellence to provide the complementary skills and perspectives needed, including experts from key European umbrella associations from industry and user groups.

DESCRIPTION OF WORK
Work starts with the refinement of a common framework to guide method selection, instrument development and results presentation. A unique approach integrates in an innovative manner empirical methods to establish a globally recognised observatory and key benchmarking resource for EU, industry, users and FP5 policy. First comes the design and execution of representative surveys of older and disabled people as well as of decision makers from organisations providing home care. Based on extensive experience from comparable surveys, the fieldwork will be commissioned from European market research organisations with an international reputation. In parallel, an Industry Expert Technology Watch Group starts its work by focusing on technology and industry trends and new opportunities emanating from emerging information systems (IS) techniques. It provides key guidance for the project and functions as a sounding board for innovative ideas and contributes to quality control. Three workshops on the status quo, expected developments and trends, as well as industry perspectives for IST markets in this sector, are examined and reported on. Country reports based on desk research and on expert interviews are prepared with a focus on national conditions. The surveys, the work of the expert group, and the country studies are guided by the approach and instruments designed on the basis of the SeniorWatch framework. Survey data, technology studies, and country reports are analysed and integrated into a comprehensive portrait of situation and trends in and across Europe and vis-à-vis global markets. This provides input to a synthesis of European and FP5 policy implications, for recommendations and a final summary report. Widespread dissemination of results, including a set of media co-operations across the EU and strategic alliances with relevant key European industrial and user umbrella groups, enables full exploitation of results by consortium members and policy-makers to achieve maximum impact.

and a synthesis/policy recommendations (month 18).
The result is an innovative, globally recognised observatory and unique benchmarking resource for EU, industry, users and FP5 policy. Outputs will benefit EU policies towards SMEs, industry development, and design-for-all and assistive IST applications.
