Smart organisation for small services

Objectif

The project is aimed at developing a methodology and an Internet-based ICT platform to support constitution, operation and dynamic adaptation of a new organisation for the supply of small services, in particular provided for people. The objective of the SOSS Project is transform existing but weakly structured and dispersed organisations, at times composed of single individuals, into a structured and smart organisation. The proposed organisation relies on the introduction of an intermediate entity between customer and service supplier, the Smart Central Unit (SCU), which interacts with customers and service suppliers via Internet. The project outcome includes the SOSS organisational model, an ICT platform, a methodology, and the constitution of one or more SOSS organisations.

Objectives:
The project objective is to transform weakly structured and dispersed organisations, at times made of single individuals, into a structured and smart organisation. To this purpose, the project develops a methodology and an Internet-based ICT platform to support constitution, operation and dynamic adaptation of a new organisation for the supply of small services, especially provided for people. The demand is dramatically increasing, because of the new family structure made of few, busy persons that have neither time nor skill to manage the many, small daily problems. Present service suppliers are not in condition to fully answer this demand as they have very small size, poor means to find new customers, limited competencies and no habit to co-operate. Among other drawbacks, this situation implies losing employment opportunities especially for disadvantaged persons such as youths, immigrants, women and over-fifty unemployed. The proposed organisation relies on the introduction of an intermediate entity, the Smart Central Unit (SCU), which interacts with customers and service suppliers via Internet, and assigns tasks to suppliers according to agreed rules.

Work description:
The work is organised into ten workpackages, four of which are devoted to transversal activities:
WP0 (Project management),
WP7 (Exploitation plans),
WP8 (Dissemination),
WP9 (Assessment and evaluation).

In particular, exploitation plans aim to transform the pilot cases into steady organisations, and promote the replication of the SOSS system through new franchised organisations. In turn, dissemination of the SOSS idea includes the constitution of an Interest Group, made of potential incubators as well as customer and supplier representatives, to provide feedback on intermediate and final project results.

The remaining workpackages are devoted to technical activities and produce the main project outcomes:
WP1 (System requirements) aims to ascertain and analyse the viewpoints of the project agents, namely customers and service suppliers. This workpackage identifies the expected features of the SOSS organisation, including the ICT infrastructure and the application methodology.
WP2 (The basic SOSS model) aims to define structure and behaviour of the SOSS organisation, features of the SCU, processes and information flows, rights and obligations of the parts, and legal and administrative aspects for replication across Europe.
WP3 (SOSS platform design) aims to design the ICT infrastructure that can support constitution, operation and adaptation of a SOSS organisation. An overall design of the platform is first carried out then every component module is studied in depth. WP4 (SOSS platform development and test) aims to realise the general-purpose ICT platform on top of which the applications of the different SOSS organisations are developed. It includes four software modules: a Service planner, a Workflow manager and monitor, an Adaptive organiser and a Mobile communication support.
WP5 (The SOSS service) aims to define the SOSS methodology expressing the guidelines that shall be followed to launch and operate a SOSS organisation, and to dynamically adapt it to the changed environmental conditions.WP6 (SOSS organisation prototypes) aims to measure the replication potential of the SOSS organisation by constituting SOSS prototypes. One prototype is set up in Italy, and other three replication studies are carried out in France, Germany and Spain that could result in the constitution of further prototypes.

Milestones:
The project identifies four milestones.
Milestone M1 occurs at month 6 after collecting the system requirements.
M2 occurs at month 12 after realising SOSS model and ICT platform design, thus enabling software development, methodology formalisation and pilot case planning.
M3 occurs at month 22 when the preliminary versions of SOSS methodology and SOSS platform are released to start experiment execution.
M4 occurs at month 30 with the delivery of the final versions of SOSS methodology and ICT platform, and the impact assessment of the SOSS organisation on customers and suppliers.
