Health Promotion and Educational Support for the Rehabilitation of Offenders

Objetivo

HERO will develop and evaluate IST applications and services to promote the rehabilitation of offenders within the European Criminal Justice System. It will develop and test two types of services in EU pilot sites: health and educational support. In this environment, HERO focuses on data encryption, authentication and data security, delivering services primarily through the Internet. It will also explore alternative delivery systems including DTV to accommodate variability in user environments. The objectives of HERO will be achieved by carrying out a comparative assessment of EU prison systems; developing rehabilitation models and content including depression counselling; drugs and HIV support; skills development and training. These services will be delivered through an interactive content repository (ICR), data mining and user profiling tools; decision support systems and online 'case conferencing'profiling tools; decision support systems and online ?case conferencing?.

DESCRIPTION OF WORK
Prisons are a challenging test for IST, for reasons such as access, data protection, social isolation and poor motivation. HERO will, therefore, develop and deliver an integrated package of personal health systems, focusing on depression, drugs harm minimisation and risk reduction behaviour support for HIV/STD. It will develop customised learning programmes for offenders, using scaffolded pedagogic models and multi-media authoring applications. These will be supplemented by skills auditing and skills assessment tools, which will interface user skills profiles with on-line ?job opportunities? websites and ?back to work? initiatives. The backbone of the services will be the Interactive Content Repository - an evolving knowledge base of core information resources - which will provide a ?knowledge bank? for health promotion modules and training courses. The ICR will be supported by data management and data mining tools to ensure the services are tailored to user needs, and to ensure integrity and data security. The project will develop interactive user monitoring and virtual case conferencing tools to facilitate decision support for users, and collaborative working between users and professionals. The services will be delivered through Internet, but the project will develop contingency delivery approaches (involving DTV and hybrid platforms) if access problems develop. HERO will be piloted in eight sites in the UK, Greece, Italy and Germany. The sites represent a range of correctional environments and rehabilitation approaches within the European criminal justice system.

Month 6 : Comparative typology of EU prisons; user needs assessment and technical specification Month 18 : Completion of platforms and tools ; baseline content modules; iterative testing in 4 sites Month 21 :Verification results in 8 sites. Expected results : common learning and health promotion content models; improvement in health gains in pilot sites ; more effective integration of released prisoners.
