Confident Information Environment for the Independent Living of People with Severe Disabilities

Objective

Persons with Severe Disabilities (PSD) require assistance by other people in their daily activities. The main goal of the project is to develop an information environment to support the independent living of PSDs, able to provide them, their assistants and relevant organisations, with an ubiquitous and adapted access to a number of personal, social and operational assistance services. The information environment will consist of innovative UMTS-Broadband systems for PSDs (to require assistance, alert in case of emergencies), for assistants (to organise their tasks, co-ordinate with professionals, receive emergencies, access information) and for related organisations (to manage their resources). Through these systems all the different stakeholders are integrated in an Independent Living Services Operational Network. Evaluation and demonstration will be carried out.

DESCRIPTION OF WORK
The project will implement an open service platform to:
{1} Support the independent living of PSD, creating an innovative information environment;
{2} Provide people with severe disabilities with a friendly, personalised, single entry point access to information and services taking advantage of the Information society tools and infrastructure;
{3} Support new organisational schemes in PSDs assistance to enable social and health care organisations and private businesses to take advantage of their new environment, achieving a better use of the available resources, creating added value, configuring new business as well as providing citizens with a more usable high quality service and delineating new working opportunities;
{4} Promote the convergence of information processing, communication and media, by means of integrating in a single platform all the tools and processes needed for the management of the data and knowledge required.
The main effort of the project will be conducted to develop robust products validated by the end users:
- Personal Assistance Technical System: a distributed system composed by a set of devices and their communication environment that will be located at home, continuously communicated with the PSD
- Technical Assistant: a handheld device designed for the professional assistant to be connected with the network.
- The Independent Living Operational Network (ILSO-net) that will tie up all the services and actors involved using all the emerging communications technologies (UMTS, Mobile IP, Bluetooth, XML). It is the core of the independent living support system for PSD.
The project duration will be 30 months. The consortium is composed of 13 partners coming from 6 different countries, involving industry, research centres, telecom operators, service providers and end-users that will guarantee the successful completion of the work and the European dimension of the project.

MILESTONES
The milestones of the project are:
{1} User forum set up (month 3);
{2} Functional specification (month 7);
{3} System architecture (month 14);
{4} Final delivery of the PATS and the TA (month 25);
{5} Final delivery of CONFIDENT information environment (month 27);
{6} Final project report (month 30).
